A cultural war of unprecedented proportions is under way in the new Entertainment district, pitting an alliance corporate developers and the Mayor of Montreal against local artists,\u00a0 heritage activists, and the living culture of the neighbourhood. The most recent battle, fought within <a href=\"http:\/\/www.pc.gc.ca\/eng\/culture\/proj\/main\/intro.aspx\">The Main National Historic Site<\/a>, saw artists declare <a href=\"https:\/\/optative.net\/blog\/2011\/03\/15\/artists-hail-victory-in-battle-for-cafe-cleopatra\/\">victory<\/a> after foiling attempts to expropriate their historic venue, the storied Caf\u00e9 Cleopatre, and evict them and their burlesque performances from the <em>Quartier des Spectacles<\/em>.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/Quartier-des-Spectacles.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1361\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/Quartier-des-Spectacles-300x187.jpg\" alt=\"\" width=\"416\" height=\"259\" srcset=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/Quartier-des-Spectacles-300x187.jpg 300w, https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/Quartier-des-Spectacles.jpg 783w\" sizes=\"auto, (max-width: 416px) 100vw, 416px\" \/><\/a><\/p>\n<p>The <em>Quartier des Specatcles <\/em>is an area that should be of interest to politicians on municipal, provincial, and federal levels. The fact that\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/arts\/story\/2011\/03\/31\/cultural-quarter-montreal.html\">a billion dollars of taxpayer&#8217;s money<\/a>\u00a0is being spent to revitalize the old Red Light District\u00a0requires careful attention to detail, especially given recent evidence of <a href=\"http:\/\/www.montrealgazette.com\/news\/Veteran+head+Quebec+anti+corruption+unit\/4453217\/story.html\">rampant corruption<\/a> in the Quebec construction industry.<\/p>\n<p>On the federal level, the <em>Quartier des Spectacles<\/em> sits squarely within two electoral ridings: <a href=\"http:\/\/webinfo.parl.gc.ca\/MembersOfParliament\/ProfileConstituency.aspx?Key=396&amp;Language=E\">Westmount-Ville-Marie<\/a>, run by Liberal astronaut <a href=\"http:\/\/webinfo.parl.gc.ca\/MembersOfParliament\/ProfileMP.aspx?Key=128098\">Marc Garneau<\/a>, occupies the western sector, and to the east is the <a href=\"http:\/\/webinfo.parl.gc.ca\/MembersOfParliament\/ProfileConstituency.aspx?Key=361&amp;Language=E\">Laurier-Sainte-Marie<\/a> riding, run by the leader of the Bloc Quebecois, <a href=\"http:\/\/webinfo.parl.gc.ca\/MembersOfParliament\/ProfileMP.aspx?Key=128300\">Gilles Duceppe<\/a>. Interestingly, the boundary that separates the two ridings is\u00a0St-Laurent boulevard, also known as The Main National Historic Site,\u00a0which is the location\u00a0of the\u00a0fierce cultural war being waged between the <a href=\"http:\/\/www.savethemain.com\/\">Save The Main<\/a> coalition and the <a href=\"http:\/\/www.technopoleangus.com\/an\/historique\/index1.php\">Angus Development Corporation<\/a>\/<a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=6037,42239572&amp;_dad=portal&amp;_schema=PORTAL\">Tremblay<\/a> Alliance. While both Garneau and Duceppe are considered very\u00a0high-profile politicians\u00a0in their respective parties,\u00a0their commitment to Qu\u00e9becois culture is questionable:\u00a0neither politician objected when\u00a0the\u00a0corporate alliance attacked The Main National Historic Site and the Qu\u00e9becois artists working there. The artists\u00a0had to fight alone to save\u00a0the Caf\u00e9 Cleopatre, and they are still fighting the protect real Montreal culture against the corporate onslaught of <a href=\"http:\/\/www.urbandictionary.com\/define.php?term=disneyfication\">Disneyfication<\/a>\u00a0that is threatening\u00a0The Main National Historic Site.<\/p>\n<p>The Main is considered sacred and holds a very special place in the hearts of Montrealers. As the first street to stretch beyond the ancient fortifications of Old Montr\u00e9al, The Main is renowned as a gateway of immigration, a multi-cultural boulevard, the heart of the old Red Light District, and the spine of Canada&#8217;s most artistic neighbourhoods. It&#8217;s latest role\u00a0is\u00a0taking centre stage in\u00a0the new <em>Quartier des Spectacles<\/em>, serving as the\u00a0historical connection\u00a0between the <em>Place des Arts<\/em> and <em>Quartier Latin<\/em> poles. If redeveloped properly, The Main National Historic Site would seem to be an obvious\u00a0historical asset to the <em>Quartier des Spectacles<\/em>, but\u00a0presently\u00a0it is not even indicated on official maps displayed in the <em>Place des Festivals<\/em>. Tourists looking at the map will be unaware that a National Historic Site is nearby, and indeed is running right through the middle of the <em>Quartier des Spectacles.<\/em><\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/QDS-MAP.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1409\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/QDS-MAP-300x225.jpg\" alt=\"\" width=\"400\" height=\"283\" \/><\/a><\/p>\n<p>Federal candidates should pay careful attention to this cultural war on the border of\u00a0Duceppe and Garneau&#8217;s\u00a0respective ridings. Not only should they be concerned that their constituents, including artists and immigrants,\u00a0are under attack by powerful corporate forces, but also because in 1996 it was the federal government themselves who declared The Main a &#8220;<a href=\"http:\/\/www.pc.gc.ca\/progs\/lhn-nhs\/index_e.asp\">National Historic Site of Canada.<\/a>&#8221;<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/pac.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1393\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/pac-300x112.jpg\" alt=\"\" width=\"300\" height=\"112\" srcset=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/pac-300x112.jpg 300w, https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/pac.jpg 450w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The government&#8217;s rationale\u00a0behind the designation was that\u00a0&#8220;National historic sites are places of profound importance to Canada. They bear witness to this nation&#8217;s defining moments and illustrate its human creativity and cultural traditions. Each national historic site tells its own unique story, part of the greater story of Canada, contributing a sense of time, identity, and place to our understanding of Canada as a whole.&#8221; The heritage designation\u00a0suggested the fabled corridor must maintain a &#8220;sense of history&#8221;, and to protect it insisted that &#8220;<strong><a href=\"http:\/\/www.pc.gc.ca\/eng\/culture\/proj\/main\/intro.aspx\">intrusive elements must be minimal<\/a><\/strong>&#8220;. The future looked extremely bright for The Main.<\/p>\n<p><a href=\"http:\/\/www.icomos.org\/icomosca\/bulletin\/vol4_no3_bennet_e.html\">Commemorative Integrity<\/a>\u00a0is a term used to describe\u00a0the health or wholeness of a national historic site. As defined in the National Historic Sites Policy (of Canada), a state of commemorative integrity can be said to exist:<\/p>\n<ul>\n<li>when the resources that symbolize or represent a site&#8217;s importance are not impaired or under threat;<\/li>\n<\/ul>\n<ul>\n<li>when the reasons for the site&#8217;s national historic significance are effectively communicated to the public;<\/li>\n<\/ul>\n<ul>\n<li>when the site&#8217;s heritage values (including those not related to national significance) are respected by all whose decisions and actions affect the site.<\/li>\n<\/ul>\n<p>Unfortunately, as time passed it became increasingly evident that The Main National Historic Site was failing in all categories needed to achieve commemorative integrity.\u00a0All sorts of corporate intrusive elements began to appear, putting the site at risk and causing local citizens to complain.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/gabillboard1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1352\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/gabillboard1-300x199.jpg\" alt=\"\" width=\"350\" height=\"216\" \/><\/a><\/p>\n<p>The Main is undoubtably Canada&#8217;s most abused National Historic Site. Corporations have taken over with invasive and abusive advertising practices \u00e2\u20ac\u201c Billboard trucks, <a href=\"https:\/\/optative.net\/reclaimthemain\/news.html\">giant advertisements<\/a>, <a href=\"http:\/\/www.youtube.com\/watch?v=KzzDG3lKdfs\">stealth marketing<\/a> ploys, &#8220;<a href=\"http:\/\/www.youtube.com\/watch?v=S0C1zXtOzXY&amp;NR=1\">street parties<\/a>&#8221; hosted by online gambling companies, and a host of other\u00a0manipulative commercial\u00a0activities. Such blantant violations\u00a0have led\u00a0to criticism that The Main National Historic Site, far from being protected, is becoming Disneyfied at the expense of the real culture. Disneyfication is a process whereby something real is replaced by a fake, corporate imitation.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/disneymousecomparison.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1376\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/disneymousecomparison-300x138.png\" alt=\"\" width=\"210\" height=\"61\" \/><\/a><\/p>\n<p>Disneyfication occurs when authentic culture\u00a0is eliminated in order to replace it\u00a0with a fake, corporate version that is somewhat akin to a shopping mall. Often called &#8220;monoculture&#8221; or &#8220;Generica&#8221;, the Disneyfied\u00a0space\u00a0proceeds to\u00a0disempower artists, small businesses\u00a0and citizens in order to facilitate profit-making for corporations.\u00a0 In\u00a0this case\u00a0there is even an <a href=\"http:\/\/www.montreal2025.com\/pdf\/QDS_Immobilier_Commercial_TireAPart_fr.pdf\">official plan to gentrify the neighbourhood<\/a> by attracting &#8220;premium&#8221; developers to replace the displaced culture.\u00a0Disneyfication is a rampant problem in the <em>Quartier des Spectacles <\/em>and The Main National Historic Site.<\/p>\n<p>For example, according to the federal government, one of the most important reasons for protecting The Main was its connection to the <a href=\"http:\/\/www.pc.gc.ca\/eng\/culture\/proj\/main\/intro.aspx\">theme of welcoming and immigration<\/a>:\u00a0&#8220;In the collective psyche of Montr\u00e9al, Boulevard Saint-Laurent is the immigrant corridor&#8230;Immigrants still see Boulevard Saint-Laurent as the place where they find fellow immigrants; their workplace and their community institutions are there. The cosmopolitan aspect of Boulevard Saint-Laurent intrigues and reassures them.&#8221; However,\u00a0historic immigrant businesses have been evicted, such as\u00a0\u00a0<em>\u00c3\u2030picerie Importations Main,<\/em> Montreal&#8217;s first Middle-Eastern grocery store (established in 1924), to make way for an office tower that will also see heritage Victorian architecture destroyed.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/office-bs.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1374\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/office-bs.jpg\" alt=\"\" width=\"248\" height=\"168\" \/><\/a><\/p>\n<p>Despite these clear violations of the National Historic Site&#8217;s <em>raison d&#8217;\u00c3\u00aatre<\/em>, even the Mayor of Montreal\u00a0teamed up with developers to try and evict other immigrant businesses, such as\u00a0the historic Caf\u00e9 Cleopatre, owned by\u00a0Johnny Zoumboulakis. When\u00a0Zoumboulakis refused to leave, in a heavy-handed gesture, the City\u00a0issued\u00a0an <a href=\"http:\/\/spacingmontreal.ca\/2010\/01\/30\/the-lower-mains-last-stand\/\">expropriation order<\/a>.\u00a0The reality on the ground was far from the federal government&#8217;s claim that\u00a0&#8220;Immigrants still see Boulevard Saint-Laurent as the place where they find fellow immigrants; their workplace and their community institutions are there.&#8221; Indeed, the federal government did nothing as immigrants, their workplaces, and community institutions were directly attacked by corporate powers.<\/p>\n<p>Another example of Disneyfication is\u00a0the destruction\u00a0of several historic performance halls in the <em>Quartier des Spectacles<\/em>, such as the <a href=\"http:\/\/musique.jeanlalonde.ca\/index.php\/musique\/r-i-p-spectrum-de-montreal\">Spectrum<\/a>, Le Medley, and Saints.\u00a0Ironically, as these historic theatres were being bulldozed, new banal and characterless\u00a0theatres were built, and are now named after <a href=\"http:\/\/www.theatretelus.com\/Affiche-Current-events\/\">corporations<\/a>.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/ts.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1377\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/ts-225x300.jpg\" alt=\"\" width=\"234\" height=\"211\" \/><\/a><\/p>\n<p>Overall, the relentless advance of Dinseyfication suffocates real Montreal culture, then tries to replace it with a manipulative corporate model. It displaces artists, threatens public space, and co-opts the culture, transforming the area into the equivalent of a giant outdoor shopping mall. If the Dinseyfication trend is allowed to\u00a0continue, it will eventually transform the\u00a0public space into the equivalent of a theme park: squeaky clean and safe, but also expensive, corporate\u00a0and devoid of\u00a0authentic culture.<\/p>\n<p>Montreal&#8217;s artists are not known for tolerating these types of attacks on their workplaces and culture, so it didn&#8217;t take long\u00a0for the\u00a0grassroots to\u00a0mobilize under the <a href=\"http:\/\/www.savethemain.com\/\">Save The Main<\/a> coalition. Artists joined citizens, business owners, and academics, who collectively joined the Montreal residents who\u00a0have been complaining for years that The Main National Historic Site lacks protection and is being inundated with exploitative &#8220;intrusive elements&#8221;: abusive corporate advertising, demolition of historic buildings, and ongoing attempts to eradicate living culture.<\/p>\n<p>One might assume that the federal government, in creating the\u00a0designation, would assume some responsibility towards protecting the historic site and its stakeholders, ensuring its guidelines are adhered, and monitoring any development within it. However, to date no federal party has shown any leadership on this file.<\/p>\n<p>Historic sites are regulated by the Historic Sites and Monuments Board of Canada, a branch of the Department of Canadian Heritage.\u00a0 After <a href=\"https:\/\/optative.net\/reclaimthemain\/info.html\">numerous complaints<\/a> about &#8220;intrusive elements&#8221; in the historic site, Executive Secretary Michel Audy wrote (on December 11<sup>th<\/sup> 2006): &#8220;<strong>It is the responsibility of site owners to ensure that the national historic site they own is operated to a standard that meets the principles for which the site was designated<\/strong>\u00e2\u20ac\u00a6<strong>The Main is the responsibility of the City of Montr\u00e9al<\/strong>, and if you have not already done so, I encourage you to contact the <em>Conseil du patrimoine de Montr\u00e9al.<\/em>&#8221;<\/p>\n<p>The problem lies in the fact that the City of Montreal has disregarded the historic site&#8217;s guidelines and hence failed in their responsibility. A block of heritage buildings on the west side of the Lower Main is crumbling now that most of the immigrant businesses have been evicted, awaiting the Disneyfication process. Meanwhile, the federal government has shown no leadership in demanding better protections for the endangered National Historic Site, which they are mandated to do.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/eyesore1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1383\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/eyesore1-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/eyesore1-300x225.jpg 300w, https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/eyesore1-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>According to the <a href=\"http:\/\/www.pc.gc.ca\/eng\/docs\/r\/system-reseau\/sites-lieux1.aspx\">System Plan for National Historic Sites<\/a>, the federal government&#8217;s <a href=\"http:\/\/www.pc.gc.ca\/progs\/lhn-nhs\/intro_e.asp\">mandate<\/a> includes &#8220;protecting the health and wholeness, or commemorative integrity, of the national historic sites&#8230; This means preserving the site&#8217;s cultural resources, communicating its heritage values and national significance, and kindling the respect of people whose decisions and actions affect the site.&#8221;\u00a0The <a href=\"http:\/\/www.pc.gc.ca\/docs\/r\/system-reseau\/sec1\/sites-lieux12.aspx\">National Historic Sites Policy<\/a> mandates the government:<\/p>\n<p>\u00e2\u20ac\u00a2 To foster knowledge and appreciation of Canada&#8217;s past through a national program of historical commemoration<\/p>\n<p>\u00e2\u20ac\u00a2 To ensure the commemorative integrity of national historic sites administered by Parks Canada by protecting and presenting them for the benefit, education and enjoyment of future generations in a manner that respects the irreplaceable legacy represented by these places and their associated resources<\/p>\n<p>\u00e2\u20ac\u00a2 To encourage and support the protection and presentation by others of places of national historic significance that are not administered by Parks Canada.<\/p>\n<p>Indeed, to support National Historic Sites such as The Main, which are not owned by the federal government, there is even a <a href=\"http:\/\/www.pc.gc.ca\/progs\/lhn-nhs\/ppf-csp\/index_e.asp\">National Historic Sites Cost-Sharing Program<\/a>\u00a0which can provide funds to encourage protection, maintenance, animation and\u00a0commemorative integrity. The question arises as to why the federal government has turned its back on The Main National Historic Site, allowing the victimization of immigrant businesses and Montreal artists, not to mention\u00a0the destruction of living culture and historic architecture? Indeed, why\u00a0did the federal government create\u00a0the historic site if there is no will to protect it? Currently there are no politicians or parties on federal, provincial, or municipal levels\u00a0offering to protect the historic site or the rights of the local citizens, so the artists of the <a href=\"http:\/\/www.savethemain.com\/\">Save The Main<\/a> coalition must operate in a political vacuum, battling the culture-destroying forces of Disneyfication without official political representation. They continue raising awareness, lobbying politicians on all levels, and presenting a more logical vision for the The Main National Historic Site that respects its important guidelines.<\/p>\n<p><a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/PS16349-Moi-je-vote.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1403\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/PS16349-Moi-je-vote-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/PS16349-Moi-je-vote-200x300.jpg 200w, https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/PS16349-Moi-je-vote.jpg 214w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/><\/a><\/p>\n<p>Will Garneau or Duceppe finally step up to the bat for Montreal culture and heritage, offering protections to\u00a0Qu\u00e9becois culture,\u00a0artists\u00a0and The Main National Historic Site? Will the NDP, Greens, or Conservatives come forward and\u00a0offer any sort of vision or cultural leadership on the file? Or will federal politicians continue ignoring their own policies on culture and heritage, allowing corporations to continue destroying\u00a0The Main National Historic Site, devastating its commemorative integrity, and attacking its living culture? The cultural war being waged by artists against corporations on The Main\u00a0is symbolic of\u00a0the cultural war being fought across Canada. As Big Business\u00a0tries to gouge the\u00a0average Canadian in every way possible, artists are taking a stand at\u00a0ground zero in the cultural war, by defending\u00a0The Main National Historic Site and demanding serious cultural protections for all Canadians.<a href=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/election-logo.jpg\"> <img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1373\" src=\"https:\/\/optative.net\/blog\/wp-content\/uploads\/2011\/04\/election-logo.jpg\" alt=\"\" width=\"256\" height=\"102\" \/><\/a><\/p>\n<p>Save The Main is asking voters to say\u00a0NO to Disneyfication, the abuse of artists and immigrants, and corporate takeover of culture. They plan to lobby\u00a0politicians from all federal parties to commit to protecting and enhancing The Main National Historic Site. In fact, the artists\u00a0even created their own <a href=\"http:\/\/www.youtube.com\/watch?v=PxFzVV3l4nE\">Urban Plan<\/a> to show the politicians how to do it.<\/p>\n<p>Save The Main encourages voters to reject laissez-faire politicians and vote for\u00a0parties\u00a0that\u00a0offer real\u00a0support for\u00a0real culture. Until such a time, the diligent Qu\u00e9becois artists will continue their work, unpaid and without ally,\u00a0to protect the Main National Historic Site.<\/p>\n<p style=\"text-align: center\"><strong>TAKE ACTION NOW!<\/strong><\/p>\n<p style=\"text-align: left\">Please email these politicians ASAP\u00a0and demand to know why they aren&#8217;t protecting us from attacks on our culture in The Main National Historic Site. Corporations are attacking immigrant businesses and artists in The Main National Historic Site, a site dedicated to the theme of Immigration. I am worried, because\u00a0if the federal government cannot protect authentic culture within a National Historic Site,\u00a0how will they\u00a0be able to protect Canadian culture across the land? I am against corporations taking over our culture, replacing local Main Street stores across Canada\u00a0with Wal-Marts, gouging Canadians in every way possible through excessive charges,\u00a0and even\u00a0Disneyfying National Historic Sites now! I want to live in a real city, not a theme park.<\/p>\n<p style=\"text-align: left\">The Main National Historic Site\u00a0represents any Main Street in any Canadian town or city &#8211; it symbolizes local culture and small business. I am asking you and your party to pledge to protect The Main National Historic Site,\u00a0its living culture\u00a0and the stakeholders who use the site, such as artists and immigrant business owners who were recently attacked there by corporations.
